(e.g. a reference to the British Consul) for the settlement
of any rival claims between two British subjects, one of
whom has registered in England and the other in Hongkong.

It should not be difficult for
such a tribunal in China upon production of evidence as to
user, priority of registration etc., to decide which claim
should prevail, or both claims might prevail against the
pirate of the mark claimed by 2 British subjects.

For these reasons I desire to
support the request of the China Association
and Hongkong
Chamber of Commerce and to urge that the protection they
ask for be obtained.
